Proficiency check data entered by Assessee need to be Uphold by concern instructor.
(to declare whether demonstrated Proficiency or not AND to add Remarks

How ?
Controller will enter proficiency data as usual using --> Competency --> Proficiency Check --> Add

But it proficiency check will be counted only after instructor validate

Page-> OJTI -- > Click on the Uphold proficiency check button
Click on the leftmost button of the row you want to validate --
and enter whether asseesee demonstratred proficiency or not !
